Skimmers appear to be a larger form of Drones with wings. Based on the provided images and videos, Skimmers are the aerial assault force for The Drudge. The weapon used by the skimmer is called the Shrieker, a semi-automatic weapon that fires explosive spheres. The skimmers are first introduced in the level 5 (Gridlock) and are seen a few times later in levels to come.
